The incident took place on Tuesday, Jan. 21, when Stamford Police Officer Luis Velez was patrolling the downtown area when he was alerted to a call of a man exposing himself and masturbating In front of a female customer at a downtown department store, said Stamford Police Capt. Diedrich Hohn.
Velez quickly arrived at the store and gathered a description of the man and put it out to responding units.
Hohn said Velez was aware that the man matched the description of a man who was wanted for allegedly who did something similar to another victim at a different department store.
Within minutes Officer Desiree Sheperis stopped a man fitting the description on Atlantic Street.
The officer stopped the man, and along with a witness, video footage from the store, and a "subtle admission" from the suspect, the man was identified as 19-year-old Nybree Hill, of Stamford.
Hill was charged with public indecency, breach of peace, and interfering with a police officer.
He was held on a $25,000 bond.
However, according to Hohn, Officer Velez did not stop there. He then contacted the victim and store video for the first incident which took place Monday, Jan. 20 and was able to connect Hill to the crime.
Hill was arrested again on a warrant for public indecency and disorderly conduct. Bond was set at $25,000, Hohn said.
"This activity has no place in our City and the victims felt victimized, ashamed, and fearful of what occurred and wanted to make sure this did not happen again or to another woman," Hohn said. "With Officer Velez’s tenacious work and two courageous victims cooperating they made sure Hill will not doing this again and made the downtown and the City a safer place."
